Personio alternatives for small teams: Penroll vs Personio

Need to manage employees as well as applicants? Personio combines core HR with a Recruiting app. Penroll focuses on hiring: a shared application page, CV review, interviews and offers. Compare the scope you need before choosing a separate tool.

Start with one real role · No credit card · Human review stays in control

What Personio is

German HRIS + payroll suite. Strong in DACH for the full employee lifecycle. Recruiting is one module of many.

What Penroll is

A separate hiring workspace with AI-assisted CV review and one-time hire packages. A native Personio integration is not available; do not assume records sync between the products.

Personio

Custom quote (per employee)

Personio describes a per-employee model and asks prospective customers for a personalised offer.

Penroll

Complimentary first hire; one-time packages after that

Your first planned hire includes one published role, 10 candidate reviews, and one offer letter at no cost. Paid packages are one-time purchases; each planned hire adds one opening, 50 candidate reviews, and one offer letter.

Product evidence: Personio Recruiting features. Reviewed September 6, 2026. This is Penroll’s own comparison, not a hands-on test of the competitor.

When to choose which

Both tools work. The right one depends on your hiring volume, where your team is, and how much you want AI doing the triage.

Pick Personio if…

  • You need an HRIS as the spine of your German / DACH company.
  • You want one vendor for payroll, contracts, time-off, recruiting.
  • You want recruiting connected to employee records, with screening and scheduling automation.

Pick Penroll if…

  • You only need hiring software, or are comfortable managing a separate hiring workspace without HRIS sync.
  • Hiring is your bottleneck — you want AI ranking, not just storage.
  • You hire 1–10 roles/month and want a self-serve tool you can spin up today.
  • You want public one-time pricing without a sales call.

Test the fit with one hiring scenario

Example, not a customer result: a 30-person business needs two new hires and already manages leave and employee records elsewhere. Test whether a separate hiring workspace is enough. If your priority is one connected employee lifecycle, include Personio’s Core HR and Recruiting app in the evaluation.

  1. Use the same inputs. Try one role and a few fictional CVs in each product. Check application intake, candidate review and interview handoff. Do not upload real CVs without permission.
  2. Separate finding people from managing them. Ask which boards can actually receive your job, what advertising costs and who posts it. Penroll currently offers manual job-board sharing; it does not promise applicants.
  3. Compare the full commitment. Include contract term, planned hires, review limits, setup and advertising. Use the cost-per-hire calculator with your own figures; an estimate is not a vendor quote.

Penroll is not for you if…

We'd rather be upfront than waste your trial. If any of these describe you, look elsewhere — we'd recommend Personio or one of the enterprise tools instead.

  • You're hiring 50+ roles a month and need a dedicated recruiter workflow.
  • You need a full HRIS (payroll, time-off, performance reviews) — Penroll is hiring-only.
  • You require an on-premise install or a private cloud deployment.
  • You need automatic job-board posting or a native Personio integration today. Penroll currently supports manual sharing, not these connections.

Your next hire deserves a calmer beginning.
